面對中國壓力，台灣稱必須自行掌握海事資訊

台灣台南11月2日（路透）——掌管海巡署的海洋委員會主委週一表示，鑑於台灣的命運繫於守護自身海域，台灣必須自行掌握海事資訊，並進行自己的海洋調查。TAINAN, Taiwan, Nov 2 (Reuters) - Taiwan must be the master of its own maritime information and conduct its own ocean surveys given the island's fate rests on protecting its waters, the minister in charge of the Coast Guard said on Monday.

台灣曾表示，中國正加強騷擾行動，動用海警船與科學研究船，主張對台灣海域的主權與管轄權。中國不承認台灣的任何主權主張。Taiwan has complained of a stepped up harassment campaign by China to assert sovereignty and jurisdiction claims over its waters using both Coast Guard and scientific research ships. China recognises no sovereignty claims by Taiwan.

台灣海洋委員會主管海巡署。主委管碧玲在南部城市台南一場海上無人載具論壇表示，台灣的資源、能源與物資運輸全都仰賴海洋。Speaking at a sea drone forum in the southern city of Tainan, Kuan Bi-ling, head of Taiwan's Ocean Affairs Council, which runs the Coast Guard, said Taiwan's resources, energy, and the transport of supplies all depend on the ocean.

她說：「台灣也位處全球供應鏈最重要的航運路線之一。因此，守護這片海域不僅關乎台灣人民的日常生活，也關係到全球經濟發展。」"Taiwan also sits on one of the most important shipping routes in the global supply chain. Therefore, protecting these waters concerns not only the daily lives of Taiwan's people but also global economic development," she said.

不過，管碧玲補充，台灣面臨許多挑戰，「包括灰色地帶騷擾的威脅」。她指的是中國未達全面作戰、但意在對台灣部隊施壓並消耗其戰力的活動。However, Taiwan faces many challenges, "including the threat of grey-zone harassment", Kuan added, referring to China's activities which stop short of outright combat but are designed to pressure and wear out Taiwan's forces.

她說，為因應這些風險，海巡署需要更多裝備與更完整的情資，以便更早發現威脅並更有效回應。To counter those risks, the Coast Guard needs more equipment and more comprehensive intelligence to spot threats earlier and respond more effectively, she said.

「我們主張，台灣的海洋必須由我們自己調查，我們也必須自己掌握資訊。」"We maintain that Taiwan's ocean must be surveyed by ourselves, and that we must master our own information."

中國週六表示，已在台灣東部外海派出另一支海警巡邏隊。China on Saturday said it had sent another Coast Guard patrol in the waters off Taiwan's east coast.

台灣今年也通報數起中國研究船在台灣周邊航行的事件。Taiwan has reported several incidents this year of Chinese research ships sailing near the island too.

中國軍方也幾乎每天在台灣周邊活動。China's military also operates around Taiwan on an almost daily basis.

台灣民選政府表示，中國對台灣任何海域都沒有管轄權，並稱中國企圖以巡邏證明其擁有管轄權，已違反國際法。Taiwan's democratically elected government says China has no jurisdiction over any of its waters and that it is in breach of international law by trying to prove otherwise with its patrols.

台灣也表示，中國在不屬於中國管轄的海域，以無線電訊息騷擾商船航運。Taiwan also says China has been harassing merchant shipping with radio messages in waters that are not under Chinese jurisdiction.

中國從未放棄以武力將台灣納入其控制之下，但表示偏好「和平統一」。China has never renounced the use of force to bring Taiwan under its control, but says it would prefer "peaceful reunification".
