中國國家主席習近平稱中東不應成為大國競爭的戰場

北京／杜拜，11月2日（路透社）——中國國家主席習近平週一告訴阿曼蘇丹，中東與海灣地區不應成為大國競爭的戰場，中國願與阿拉伯國家合作，實現持久和平。BEIJING/DUBAI, Nov 2 (Reuters) - The Middle East and Gulf region should not become a battleground for great-power rivalry and China is willing to work with Arab nations to achieve lasting peace, Chinese President Xi Jinping told Oman's sultan on Monday.

中國傳統上在中東外交中扮演低調角色，但在美國與以色列對伊朗的戰爭導致荷姆茲海峽通行受阻、推升全球能源與航運成本之際，中國已加大努力，試圖協助終結緊張局勢。China has traditionally played a low-key diplomatic role in the Middle East, but has stepped up efforts to try to help end tensions amid the US-Israeli war on Iran, which has snarled the Strait of Hormuz and driven up global energy and shipping costs.

習近平告訴阿曼蘇丹海賽姆・本・塔里克・賽義德（Haitham bin Tariq al-Said），世界正經歷深刻變化。Xi told Omani Sultan Haitham bin Tariq al-Said that the world is undergoing profound changes.

根據中國外交部，習近平說：「中東海灣地區不應成為大國博弈和地緣衝突的競技場。地區和平穩定需要各方共同呵護。」"The Middle East Gulf region should not become an arena for great-power rivalry and geopolitical conflict. Peace and stability in the region require joint nurturing and protection by all parties," Xi said, according to China's Foreign Ministry.

他並表示，中國始終致力於推動停戰，希望為解決該地區的安全困境貢獻「智慧和方案」。China has consistently been committed to stopping the war, and hopes to contribute "wisdom and solutions to resolving the region's security dilemmas," he added.

習近平表示，中國願同包括海灣合作理事會國家在內的阿拉伯國家加強溝通協調，共同朝恢復和平、實現持久穩定與安全努力。China is willing to strengthen communication and coordination with Arab countries, including the Gulf Cooperation Council states, to work together toward restoring peace and achieving lasting stability and security, Xi said.

在一份20點聯合聲明中，雙方表示同意荷姆茲海峽應恢復正常且安全的航行。兩國也呼籲美國與伊朗尋求和平選項，回到6月達成、旨在結束衝突的協議，並重啟對話。In a 20-point joint statement, both sides said they agree that normal and safe navigation should resume in the Strait of Hormuz. The countries also called for the US and Iran to pursue peaceful options, return to the agreement struck in June aimed at ending the conflict and restart dialogue.

中國外交部週一稍晚表示，中國中東問題特使翟雋本月將訪問伊朗、阿曼和沙烏地阿拉伯。China's Foreign Ministry said later on Monday that Zhai Jun, its special envoy to the Middle East, would visit Iran, Oman and Saudi Arabia this month.

首次訪中FIRST CHINA TRIP

海賽姆週日抵達北京，展開為期兩天的訪問。這是兩國1978年建交以來，阿曼國家元首首次訪中。Haitham arrived in Beijing on Sunday for a two-day visit, the first by an Omani head of state since the countries established ties in 1978.

阿曼國營媒體報導，海賽姆告訴習近平，阿曼政府對中國在涉及該地區關鍵議題上的立場深表讚賞。Haitham told Xi his government had deep appreciation for China's positions on key issues concerning the region, Omani state media reported.

他說：「我們相信，發展與穩定密不可分。」"We believe that development and stability are inextricably linked," he said.

他也表示，阿曼對與中國簽訂雙邊優惠貿易與投資協定持開放態度。He also said Oman was open to entering into a preferential bilateral trade and investment agreement with China.

中國是阿曼最大貿易夥伴；自去年11月北京與馬斯喀特之間開通直飛航班以來，觀光與商業往來也獲得提振。China is Oman's largest trade partner, with tourism and business links boosted by direct flights between Beijing and Muscat since November last year.

向中國出口原油與能源產品的阿曼，也一直尋求進一步發展其再生能源供應鏈和數位商務。Oman, which exports crude oil and energy products to China, has also been looking to further develop its renewable energy supply chains and digital commerce.

雙方聯合聲明表示，兩國已同意深化石油和天然氣領域的務實合作，並擴大在太陽能光電、風力發電、輸變電和儲能等新能源領域的合作。Their joint statement said the countries have agreed to deepen practical cooperation in the oil and natural gas sector, as well as expand cooperation in new energy fields such as solar photovoltaics, wind power, power transmission and transformation, and energy storage.

這位阿曼領導人抵達北京時，由中國人民銀行行長潘功勝在停機坪迎接。他也強調投資與金融機構之間的合作。The Omani leader, who was welcomed on the tarmac in Beijing by People's Bank of China Governor Pan Gongsheng, also emphasised cooperation between investment and financial institutions.
