台灣稱中國在東部海岸巡邏騷擾船舶

台北，11月1日（路透社）——台灣海巡署表示，中國海警近期在台灣東部海岸外巡邏，正藉此騷擾船舶，並試圖行使虛構的管轄權；海巡署並補充，已派出自方船艦監控。TAIPEI, Nov 1 (Reuters) - China's Coast Guard is harassing shipping with its latest patrol off Taiwan's east coast and trying to exert a fictional jurisdiction, the Taiwanese Coast Guard said, adding it had sent its own ships to keep watch.

中國視台灣為其領土，自6月以來已加強在台灣東部海岸外的活動，定期進行海警巡邏。台灣不接受北京的主權主張；台灣官員表示，他們認為中國正透過軍事、準軍事與民用資產的重疊運用，演練可能的海上封鎖。China, which views Taiwan as its own territory, has stepped up activity off the island's east coast since June with regular coast guard patrols. Officials in Taiwan, which rejects Beijing's sovereignty claims, say they believe China is practising for a potential maritime blockade using overlapping military, paramilitary and civilian assets.

台北認為，若發生封鎖或衝突，台灣東部海域對於盟友的戰時補給路線至關重要。中國不承認台灣的任何主權主張。Taipei regards the area off its east coast as critical to wartime supply routes from allies in the event of a blockade or conflict. China recognises no claims of sovereignty by Taiwan.

針對中國週六稍晚宣布最新一輪東部海岸巡邏，台灣海巡署回應表示，涉及兩艘中國船艦，台灣已派出自方兵力監控。Responding late Saturday to China's announcement of its latest east coast patrol, Taiwan's Coast Guard said two Chinese ships were involved and it had sent its own forces to monitor.

中國官媒發布影片，顯示其中一艘中國船艦透過無線電廣播訊息，稱其正在執行執法任務，並表示如有需要可提供協助。Chinese state media showed video of one of its ships broadcasting a radio message that it was carrying out law enforcement and offering help should any be needed.

報導未說明該訊息是對誰廣播，但畫面顯示一艘身分不明的拖網漁船。It did not say who the message was broadcast at, but showed footage of an unidentified fishing trawler.

台灣海巡署表示，中國「試圖透過無線電通訊騷擾海上船舶，是明顯擴張權力的行為，違反國際法、破壞區域和平穩定，也背離現實」。Taiwan's Coast Guard said China's "attempts to harass ships at sea through radio communications are a clear expansion of power that violate international law, undermine regional peace and stability, and deviate from reality".

海巡署並表示：「我國對台灣東部專屬經濟海域享有主權權利及管轄權，中國對台灣任何海域絕無管轄權。」"Our country holds sovereign rights and jurisdiction over the exclusive economic zone east of Taiwan, and China has absolutely no jurisdiction over any of Taiwan's waters," it added.

台灣海巡署另表示，中國週六也派出另一艘海警船接近台灣控制的東沙群島；東沙群島位於南海北端，具戰略位置。China on Saturday also sent another Coast Guard ship close to the Taiwan-controlled Pratas Islands, which are strategically located at the top of the South China Sea, Taiwan's Coast Guard said separately.

海巡署補充，台灣今年迄今已13次將中國海警船「驅離」東沙水域。Taiwan has so far this year "expelled" Chinese Coast Guard vessels from Pratas waters 13 times, it added.

東沙群島沒有永久平民人口，位置大致介於台灣南部與香港之間。安全專家認為，東沙群島距離台灣超過400公里（250英里），因此容易受到中國攻擊。The Pratas have no permanent civilian population and lie roughly between southern Taiwan and Hong Kong. Security experts see them as vulnerable to Chinese attack due to their distance — more than 400 km (250 miles) — from Taiwan.
