設計師Thomas以前54號碼頭原有的「舊木樁」遺跡為靈感，希望人們的想像能隨著木樁向天延伸，朝著無邊的天際自在漫遊。

這座小島的支撐結構由沿著哈德遜河畔遺留下的木樁所建構出的混凝土樁所組成，設計成132座如同鬱金香花座的混凝土盆柱，大大小小、高低起伏支撐著土壤、草地與樹木，遠看彷彿朝向天空、漂浮在水面上一樣，給了紐約人既能放鬆又能飽覽風景的綠洲。

公園內種植了超過66,000株植物，植物種類相當多元，負責景觀設計的公司期盼能打造出如同電影「阿凡達」中奇幻星球的場景，其中有100多種可以適應當地氣候的植物，依照四季更迭造就出充滿驚喜又獨特的景觀。

除了景觀植栽，公園中還設有700個座位的露天劇場與可容納200人的小型表演廳，並開放各式街頭表演，公園內也提供外賣餐點，除了能在這裡散步、觀賞表演外，還能飽覽紐約市與哈德遜河迷人的風光，提供了紐約客放鬆休閒的新場域。
