Thailand–Cambodia truce to start at noon, monitored for 72 hours

Thailand and Cambodia agreed today to cease all military operations along the joint border starting at noon, with a 72-hour observation period, under a joint commitment aimed at ending months of border clashes that have resulted in loss of life, damage to property and the mass evacuation of civilians.

In the statement, both sides pledge to refrain from the use of force and to seek the peaceful settlement of disputes, in line with the UN Charter, the ASEAN Charter and existing bilateral agreements.

The statement was signed by Cambodia’s Defence Minister Gen Tea Seiha and his Thai counterpart Gen Nattaphon Narkphanit after a special General Border Committee (GBC) meeting in Chanthaburi province, with the ASEAN Observer Team (AOT) attending.

To ensure effective implementation of the ceasefire, both sides agreed to utilise the Cambodia-Thailand and Thailand-Cambodia Border Coordination Units to sustain the ceasefire and manage situations on the ground, under the observation and verification of the AOT.

The ceasefire covers all types of weapons and prohibits attacks on civilians, civilian infrastructure and military targets. Both sides have also agreed not to advance troops, conduct provocative actions or increase forces along the border.

Troop deployments are to remain in place and authorities will work to facilitate the safe and dignified return of displaced civilians on each side of the border.

The two countries also agreed that the arrangements will not prejudice future border demarcation.

They called for the Joint Boundary Commission to resume survey and demarcation work “at the earliest,” prioritising civilian areas and ensuring safety from landmines.

Other measures include commitments to avoid misinformation and fake news, refraining from entering each other’s airspace or territory and no building or reinforcement of military infrastructure beyond their own side of the border.

Both governments also reaffirmed their obligations under the Ottawa Convention on landmines and agreed to intensify demining efforts through the Joint Coordinating Task Force.

In addition, the statement highlighted cooperation in the fight against transnational crimes, including cyber scams and human trafficking, and pledged closer coordination between Cambodian and Thai police.

In line with the Kuala Lumpur Joint Declaration of 26th October 2025, the 18 Cambodian soldiers detained earlier will be returned after the ceasefire has been fully observed for 72 hours.

To ensure implementation, both sides endorsed stronger roles for the ASEAN Observer Team and committed to regular communication between defence ministers, military leaders and border coordination units to prevent miscalculation and to resolve incidents quickly.

Media teams from both countries will also coordinate closely to avoid misinformation and maintain transparency.

The joint statement framed the ceasefire as a step towards “true and sustainable peace” and the restoration of normality along the border, with both sides stressing that any violations would undermine regional stability and public confidence.
