克里姆林宮歡迎川普提出與烏克蘭能源停火構想，呼籲解除制裁

莫斯科，9月15日（路透社）——克里姆林宮週二表示，歡迎美國提出俄羅斯與烏克蘭暫停攻擊彼此能源基礎設施的提案，同時也稱有必要保護海運出口，並解除對俄羅斯的「非法」制裁。MOSCOW, Sept 15 (Reuters) - The Kremlin said on Tuesday it welcomed a U.S. proposal for a Russia-Ukraine moratorium on attacking each other's energy infrastructure, while saying it was also necessary to protect seaborne exports and remove "illegal" sanctions on Russia.

美國總統唐納・川普（Donald Trump）週一表示，烏克蘭和俄羅斯已同意不攻擊彼此的能源目標，但雙方都尚未證實有這項協議。俄羅斯週二攻擊基輔的加油站，烏克蘭則稱已打擊一座俄羅斯煉油廠。U.S. President Donald Trump said on Monday that Ukraine and Russia had agreed not to hit each other's energy targets, though neither side has confirmed such an agreement. Russia hit petrol stations in Kyiv on Tuesday and Ukraine said it struck a Russian oil refinery.

克里姆林宮發言人德米特里・佩斯科夫（Dmitry Peskov）告訴記者，川普的建議是「非常好的想法」，但若要讓全球燃料價格下降，光靠這一點還不夠。Kremlin spokesman Dmitry Peskov told reporters that Trump's suggestion was a "very good idea", but it would take more than that to bring down global fuel prices.

佩斯科夫說：「有必要確保這裡的商業航運和航行安全，包括油輪在內。基輔政權至今沒有表現出任何保證這類安全的意願。」"It is necessary to ensure safe commercial shipping and navigation here, including for oil tankers. The Kyiv regime has so far shown no inclination to guarantee such security," Peskov said.

「而第二件需要做的事，當然就是解除（對俄羅斯的）制裁，以及這些對能源供應的非法限制。唯有如此，全球才能獲得這些石油產品的充分供應，全球市場才會穩定，價格也才會走低。」"And the second thing that needs to be done is, of course, to lift sanctions (against Russia) and these unlawful restrictions on energy supplies. Only then will the world be adequately supplied with these petroleum products, global markets will stabilise, and prices will move lower."

佩斯科夫表示，俄羅斯將就川普的提案與美方保持聯繫。Peskov said Russia would stay in touch with the Americans about Trump's proposal.

烏克蘭總統弗拉迪米爾・澤倫斯基（Volodymyr Zelenskiy）週一表示，只有在華府能確保莫斯科確實準備結束對烏克蘭的戰爭時，基輔才準備支持能源停火。Ukrainian President Volodymyr Zelenskiy said on Monday that Kyiv was ready to support an energy ceasefire only if Washington could ensure Moscow was genuinely ready to end its war on Ukraine.

烏克蘭對能源設施的攻擊，導致俄羅斯今年夏季燃料短缺，迫使俄方限制出口。這加劇了能源市場上汽油、柴油和航空燃油的短缺，推升價格並助長全球通膨。Ukrainian strikes on energy facilities have led to a summer of fuel shortages in Russia, causing it to restrict exports. That has added to shortages of gasoline, diesel and jet fuel on energy markets, pushing up prices and stoking global inflation.

烏克蘭自身能源基礎設施經常遭俄羅斯攻擊，烏方表示煉油廠是合法軍事目標。Ukraine, which faces regular Russian attacks on its own energy infrastructure, says refineries are legitimate military targets.

川普週日敦促澤倫斯基停止鎖定俄羅斯柴油基礎設施，稱這些攻擊造成柴油短缺，正在「傷害全世界」。Trump urged Zelenskiy on Sunday to stop targeting Russian diesel infrastructure, saying the attacks were causing a diesel shortage that is "hurting the world".

克里姆林宮週一表示，全球市場動盪主要是因波灣衝突所致。The Kremlin said on Monday that the global market upheaval was mainly due to the conflict in the Gulf.

川普2月對伊朗發動軍事打擊，德黑蘭則以幾乎關閉荷姆茲海峽作為回應；在此之前，全球約五分之一的石油與天然氣供應經由該海峽運輸。Trump launched military strikes on Iran in February and Tehran responded by largely closing the Strait of Hormuz, through which about one-fifth of global oil and gas supplies had previously passed.

俄羅斯與烏克蘭也一直在黑海和亞速海攻擊彼此的貨船。這波升級推高了穀物價格，而兩國都是主要穀物出口國。Russia and Ukraine have also been also hitting each other's cargo vessels in the Black and Azov seas. The escalation has driven up the price of grain, of which both are major exporters.
