莫斯科，9月23日（路透社）——克里姆林宮週三表示，美國國務卿馬可・魯比歐（Marco Rubio）與俄羅斯外長謝爾蓋・拉夫羅夫（Sergey Lavrov）計劃在紐約會面；會前克里姆林宮說，儘管俄方仍對烏克蘭和平談判持開放態度，但目前仍不具備舉行談判的條件。MOSCOW, Sept 23 (Reuters) - The Kremlin said on Wednesday ahead of a planned meeting in New York between US Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov that there were still no grounds for Ukraine peace talks to take place even though it remained open to such talks.

克里姆林宮發言人德米特里・佩斯科夫（Dmitry Peskov）告訴記者：「目前還沒有轉入和平談判軌道的先決條件，不過我們作為俄方，仍然對和平談判持開放態度。」"For now, there are no prerequisites for moving onto a peaceful negotiating track, although we, as the Russian side, remain open to peace talks," Kremlin spokesman Dmitry Peskov told reporters.

烏克蘭總統弗拉迪米爾・澤倫斯基（Volodymyr Zelenskiy）週二表示，他願意在有川普參與的三方會議中與俄羅斯總統普丁會面。他表示希望，在今年稍早終結這場將近5年戰爭的談判破局後，美國能促使莫斯科回到談判桌前。On Tuesday, Ukrainian President Volodymyr Zelenskiy said he was ready to meet Russian President Vladimir Putin at a trilateral meeting with Trump, expressing hope that the US would bring Moscow to the negotiating table after talks to end the nearly five-year war unravelled earlier this year.

克里姆林宮發言人德米特里・佩斯科夫表示，如果兩位領導人都認為有必要，普丁準備與川普一對一會面。Kremlin spokesman Dmitry Peskov said Putin stood ready to meet Trump one-on-one if both leaders deemed such a meeting necessary.

但他明確表示，俄羅斯對於普丁與澤倫斯基可能親自會面的立場並未改變。克里姆林宮曾表示，若要舉行這類會面，澤倫斯基必須前往莫斯科，且事前已就俄方一直推動的事項作出決定；基輔一再駁斥這項構想不可接受，並表示任何談判只能在中立國舉行。But he made it clear that Russia's stance on the possibility of Putin and Zelenskiy meeting in person had not changed. The Kremlin has said that Zelenskiy would need to come to Moscow for such a meeting having already taken decisions Russia has been pushing for, an idea that Kyiv has repeatedly dismissed as unacceptable suggesting any talks could only be held in a neutral country.

佩斯科夫也淡化舉行峰會的構想。他說：「一般而言，在任何其他情況下，若專家層級尚未完成準備工作就舉行峰會並不合適，因為那是在浪費時間。」Peskov also played down the idea of a summit: "Generally speaking, in any other circumstances, it would be inappropriate to hold a summit meeting before the groundwork has been laid at expert level, as this would be a waste of time," he said.
