美印最高外交官討論川普簽署的俄羅斯制裁法案

Jaishankar discussed on Wednesday US measures that could be leveled against countries that engage economically with Russia and Iran, with New Delhi reiterating concerns over a sanctions bill recently signed into law by President Donald Trump.

Graham Sanctioning Russia and Iran Act of 2026," named after deceased South Carolina Republican US Senator Lindsey Graham.

印度先前已告訴華盛頓，針對購買俄羅斯石油加徵關稅的新措施，可能影響雙邊關係。India has previously told Washington that new measures to levy tariffs over the purchase of Russian oil could impact bilateral ties.

該法案要求川普在30天內，對所有從五大俄羅斯原油或天然氣進口國輸入美國的商品課徵最高100%關稅；對於在法律生效30天後明知而新購買俄羅斯石油或天然氣的任何國家，以及名列協助俄羅斯規避制裁前五大國家的任何國家，也須採取同樣措施。The bill requires Trump to impose tariffs of up to 100% within 30 days on all goods imported into the US from the five largest importers of Russian crude oil or gas as well as any country that knowingly made new purchases of oil or gas 30 days after the law was enacted or was among the top five countries helping Russia evade sanctions.

After Russia invaded Ukraine, India sharply increased purchases of discounted Russian crude. The stepped-up purchases were partly the reason Trump imposed tariffs of as much as 50% on Indian goods in August 2025, among the steepest levied on any country.
