印度、巴基斯坦海軍艦艇碰撞後互召外交官

新德里，9月16日（路透）— 印度（India）與巴基斯坦（Pakistan）週三表示，在一艘印度海軍艦艇與一艘巴基斯坦海軍艦艇於國際水域相撞後，雙方已召見彼此最高階外交官，提出強烈抗議。NEW DELHI, Sept 16 (Reuters) - India and Pakistan said on Wednesday they had summoned each other's top diplomats to lodge strong protests after an Indian and a Pakistani naval vessel collided with each other in international waters.

印度外交部表示，已召見巴基斯坦資深使節，正式就其所稱巴基斯坦海軍單位「不可接受且不專業的行為」表達強烈反對；印度方面稱，該行為導致巴基斯坦艦艇與一艘印度軍艦相撞。India's foreign ministry said that it had called in Pakistan's senior envoy to formally register a strong objection over what it said was "unacceptable and unprofessional conduct" of Pakistani naval units that led to a collision with an Indian warship.

巴基斯坦外交部也表示，已正式召見印度駐伊斯蘭馬巴德高級專員公署代辦，對其所稱一艘印度海軍艦艇的「高度挑釁且不可接受的行動」表達不滿。Pakistan's foreign ministry also said it had officially called upon the charge d'affaires of the Indian High Commission in Islamabad to convey disapproval over what it called "highly provocative and unacceptable action" by an Indian navy vessel.

這是這兩個擁核鄰國自去年爆發為期四天的激烈軍事衝突以來，首次出現明顯軍事緊張。當時衝突引發外界對戰事擴大的疑慮，之後雙方達成停火。This was the first overt military tension between the nuclear-armed neighbours since they engaged in a fierce, four-day military conflict last year that raised fears of a wider war before a ceasefire was reached.

雙方都指責對方應為週二的事件負責。Both sides blamed the other for the incident on Tuesday.

印度消息人士表示，這起碰撞發生時，一艘巴基斯坦海軍艦艇在北阿拉伯海以高速接近一艘正在執行例行監視任務的印度前線軍艦。Indian sources said the collision occurred when a Pakistani naval ship moved closer to a frontline Indian warship on a routine surveillance mission in the north Arabian Sea at high speed.

印度外交部表示，撞擊並未造成重大損害，但巴基斯坦的行為「直接違反」兩國1991年一項規範軍事演習、機動行動與部隊調動的協議。The impact did not cause any major damage, but Pakistan's conduct was "in direct contravention" of a 1991 agreement between the two countries governing military exercises, manoeuvres, and troop movements, the Indian foreign ministry said.

該協議規定，兩國海軍艦艇與潛艦應彼此保持至少3海里的距離，以避免在國際水域發生事故。The agreement mandates that naval ships and submarines of the countries should keep a distance of at least three nautical miles from each other to avoid any accident in international waters.

印度外交部在聲明中表示：「巴基斯坦代辦已獲告知，應向巴基斯坦相關當局轉達：所有軍事單位都必須保持應有謹慎，並尊重雙方相關協議的規定，以防止此類事件重演。」"The charge d'affaires of Pakistan was advised to convey to the concerned Pakistani authorities, the need for all military units to observe due care and respect the provisions of the relevant agreements between the two sides in order to prevent any repeat of such incidents," the ministry said in a statement.

印度外交部表示，印度駐伊斯蘭馬巴德最高階外交官也已接獲指示，向巴基斯坦外交部提出類似抗議。The top Indian diplomat in Islamabad was also instructed to lodge a similar protest with Pakistan's foreign ministry, it said.

不過，巴基斯坦外交部表示，印度艦艇在一艘參與雙年演習的巴基斯坦海軍艦艇「危險近距離」處進行「侵略性機動行動」；巴基斯坦並已要求印度代辦向印度政府轉達，巴基斯坦拒絕接受印度的行動。The Pakistani foreign ministry, however, said that the Indian vessel had carried out "aggressive manoeuvres in dangerously close proximity" to a Pakistani naval ship that was taking part in biennial exercises, and the charge d'affaires had been asked to convey to the Indian government that the country rejected the Indian action.

巴基斯坦外交部聲明表示：「巴基斯坦駐新德里高級專員公署代辦將向印度外交部提出同樣照會。」"The charge d'affaires of the Pakistan High Commission in New Delhi will lodge the same demarche with India's Ministry of External Affairs", the foreign ministry statement said.

印度與巴基斯坦因喀什米爾爭議，於2019年調降外交關係層級，因此雙方在彼此首都均未派駐大使；自此以來，兩國使團皆由代辦負責。India and Pakistan do not have ambassadors in each other's capitals as they downgraded their diplomatic relations over their Kashmir dispute in 2019, with their missions headed by a charge d'affaires since.
