聯合國秘書長古特瑞斯呼籲追究助長蘇丹戰爭國家的責任

聯合國9月16日（路透）— 聯合國秘書長安東尼歐・古特瑞斯（Antonio Guterres）週三呼籲，對向蘇丹交戰各方提供武器、而這些武器被用於攻擊平民的國家追究責任。UNITED NATIONS, Sept 16 (Reuters) - United Nations Secretary-General Antonio Guterres called on Wednesday for countries providing weapons to the warring parties in Sudan that are used to attack civilians to be held accountable.

古特瑞斯下週將在紐約聯合國出席年度世界領袖大會。他在會前告訴記者：「蘇丹正在發生的事情極其可怕。蘇丹的人道局勢極為慘重。蘇丹人民承受的苦難程度令人無法容忍。」"What is happening in Sudan is absolutely horrible. The humanitarian situation in Sudan is devastating. The level of suffering of the Sudanese people is intolerable," Guterres told reporters ahead of the annual gathering of world leaders at the United Nations in New York next week.

蘇丹戰爭於2023年4月爆發，起因是軍方與快速支援部隊之間的權力鬥爭。這場戰爭已造成超過1400萬人流離失所，並引發全球最嚴重的人道危機之一。Sudan's war, which erupted in April 2023 following a power struggle between the military and the Rapid Support Forces, has displaced more than 14 million people and created one of the world's worst humanitarian crises.

古特瑞斯說：「確實，這場衝突受到一些外部國家的助長。」他並表示：「在我看來，若某些國家向衝突一方提供武器，而那些武器又被大規模用於攻擊平民，這類干預行為應受到究責。」"It is true that the conflict is fueled by a number of countries from the outside," Guterres said. "In my opinion, there should be accountability for the kind of interference in which some countries provide weapons to parties to a conflict when those weapons are used massively to attack civilians."

聯合國一項實況調查團本月稍早表示，外國武器、軍事技術、戰鬥人員及後勤網絡正協助延續蘇丹衝突，並擴大交戰各方以無人機打擊遠方平民區的能力。A U.N. fact-finding mission said earlier this month that foreign weapons, military technology, fighters and logistical networks are helping sustain Sudan's conflict and expanding the warring parties' ability to strike distant civilian areas with drones.
