中國《人民日報》稱，AI不是「大國壟斷品」

路透北京9月16日電——中國主要官方報紙《人民日報》週三在一篇評論中表示，AI不是「大國壟斷品」，美國應與中國合作管理風險，以創造非歧視性的發展環境。BEIJING, Sept 16 (Reuters) - AI is not a "monopoly of great powers" and the U.S. should work with China to manage risk to create a non-discriminatory development environment, China's top newspaper, the People's Daily, said in a commentary on Wednesday.

美國與中國是前沿AI發展及這項技術全球採用的兩大主要推動力量。兩個超級強權在AI政策與產業實務上一直爭執不下，這些議題預計將在下週雙邊會談中占據重要位置。The U.S. and China are the two major driving forces of frontier AI development and the technology's global adoption. Both superpowers have been at loggerheads over AI policies and industry practices, with these issues slated to feature prominently in bilateral talks next week.

白宮今年稍早指控中國以工業規模竊取美國人工智慧實驗室的智慧財產。The White House earlier this year accused China of stealing U.S. artificial intelligence labs' intellectual property on an industrial scale.

執政的中國共產黨機關報《人民日報》在評論中寫道，AI是人類發展的新領域，中國鼓勵開源與開放實務，並向包括美國企業在內的公司提供開源模型的使用管道。AI is a new domain for human development and China encourages open-source and open practices, providing companies, including from the U.S., access to open-source models, the ruling Communist Party's official People's Daily wrote in a commentary.

這篇以筆名「鐘聲」（Zhong Sheng，意為「中國之聲」）發表的評論表示：「人工智慧是人類發展的新領域，不是大國壟斷品，絕不能成為零和博弈的競技場。」這個筆名常用於表達外交政策觀點。"Artificial intelligence is a new domain for human development, not a monopoly of great powers, and must not become an arena for zero-sum competition," said the commentary published under the pen name "Zhong Sheng", meaning "Voice of China" and often used to give views on foreign policy.

評論還說，報導披露，美國公司廣泛「蒸餾」中國模型。Reports disclose that U.S. companies extensively "distill" Chinese models, it added.

《人民日報》表示：「按照美方邏輯，美國企業使用蒸餾就是『行業標準實踐』，中國企業使用蒸餾就是『攻擊』。這是赤裸裸的雙重標準。」"According to U.S. logic, when American enterprises use distillation it is an 'industry standard practice,' while when Chinese enterprises apply it, it constitutes an 'attack.' This is naked double standards," the paper said.

蒸餾是利用較大型AI模型的輸出來訓練較小型AI模型的過程，是降低訓練強大新AI工具成本的一種做法。Distillation is the process of training smaller AI models using the output of larger ones as part of an effort to lower the costs of training a powerful new AI tool.

評論補充說，美國把一項行業標準實踐上升為國家安全問題，是企圖以打擊蒸餾為名壟斷整個產業。By elevating an industry standard practice to a national security issue, the U.S. seeks a monopoly over the industry under the guise of combating distillation, the commentary added.

不過，評論表示，中國願意與美國進行「建設性、專業性」討論，推動AI開放、包容、普惠、有益的發展。However, China is willing to engage in "constructive and professional" discussions with the U.S. to advance the open, inclusive, universal, and beneficial development of AI, it said.
