巴黎前市長稱「集體失責」導致一波兒童受虐事件

巴黎，9月15日（路透社）——巴黎前市長安妮・伊達戈（Anne Hidalgo）週二表示，相關機構的「集體失責」，使法國首都的公立托育機構與小學在10多年來發生一波兒童受虐事件。PARIS, Sept 15 (Reuters) - Former Paris Mayor Anne Hidalgo said on Tuesday "collective failure" at institutions had opened the door to a wave of child abuse at state nurseries and primary schools in the French capital over more than a decade.

警方一直在調查超過200起指控，內容涉及年幼兒童在午餐休息、午休及課後活動期間遭受不當對待、暴力和性侵害。Police have been examining more than 200 allegations of mistreatment, violence and sexual abuse of young children during lunch breaks, rest periods and after-school activities.

伊達戈在參議院聽證會上表示，受害人數令人無法接受，她也理解家屬感到被拋下的心情。Hidalgo told a Senate hearing the number of victims was unacceptable and that she understood the sense of abandonment amongst families.

「機構未能保護我們的孩子」'INSTITUTIONS FAILED TO PROTECT OUR CHILDREN'

她告訴參議員：「如果我們今天站在各位面前，是因為我們的機構……儘管已採取行動，也儘管我們真正意識到這個國家的孩子所遭受的性侵害，仍未能保護我們的孩子。這是一場集體失責。」"If we are standing before you here today, it is because our institutions… despite the actions taken and despite a genuine awareness of the sexual abuse suffered by our children in this country, have failed to protect our children. And this is a collective failure," she told senators.

第一批虐待指控於2014年浮現。1年後，跨部門監督機構巴黎市總監察署發布報告，警告市府員工可能對未成年人犯下這類罪行的風險。The first allegations of abuse surfaced in 2014. A year later, the Paris General Inspectorate, an inter-departmental supervisory body, published a report warning of the risk of such offences being committed by city employees against minors.

家長團體表示，他們多年來對虐待問題的憂慮，在市府內始終未獲重視。巴黎檢察官蘿爾・貝庫歐（Laure Beccuau）上週告訴法國公共廣播電台France Inter，她已對伊達戈及現任市長艾曼紐・葛瑞格華（Emmanuel Gregoire）展開調查，原因是兩人涉嫌未協助面臨受虐危險者。Parents groups say their concerns about abuse fell on deaf ears in City Hall for years. Paris Public Prosecutor Laure Beccuau told France Inter radio last week she has opened investigations into Hidalgo and current mayor Emmanuel Gregoire over their alleged failures to assist a person in danger of abuse.

週二下午，巴黎一家法院判處一名前課後活動督導員5年徒刑，其中4年緩刑。On Tuesday afternoon a Paris court sentenced a former after-school activity supervisor to five years in prison with four years suspended.

這名加害人已承認在巴黎一所小學性侵9名年齡介於6至10歲的女童。The offender had admitted sexually assaulting nine girls aged six to 10 at a Paris elementary school.

主持參議院聽證會的參議員阿涅絲・埃夫朗（Agnes Evren）列舉總監察署報告所詳述的市府作為缺失，包括曾暫停系統性通報申訴長達4年，並表示總監察署的建議只有部分獲得落實。Senator Agnes Evren, who led the Senate's hearing, listed shortcomings in City Hall's actions detailed in the Inspectorate's report, including a four-year pause in systematic reporting of complaints, and said the Inspectorate's recommendations had only been partially implemented.

家長團體「SOS課後照顧」（SOS Periscolaire）對伊達戈的回答表示失望，稱她未提出事實。Parents' collective SOS Periscolaire expressed disappointment at Hidalgo's answers, which it said failed to deliver facts.

SOS課後照顧在聲明中表示：「很遺憾，我們對這些回答並不意外；這些回答總是指向他人的失職與責任，卻從未指向她自己的責任。」"We are unfortunately not surprised by these answers, which always point to the failures and responsibilities of others, but never her own," SOS Periscolaire said in a statement.

另一個家長團體「#MeTooEcole」共同創辦人巴卡・澤魯阿利（Barka Zerouali）告訴路透社：「我們一把孩子送到學校，他們理應是安全的；更何況我們談的是公共服務。」Barka Zerouali, the cofounder of a second parents' group, #MeTooEcole, told Reuters: "Once we drop our child off at school they are supposed to be safe, all the more so when we're talking about a public service."
