川習峰會前，中國國防部籲美國對售台武器「極其慎重」

北京／台北9月24日（路透）— 中國國防部發言人週四表示，美國應對任何售台武器案採取「極其慎重」態度。美國總統川普與中國領導人習近平即將在華盛頓舉行峰會。BEIJING/TAIPEI, Sept 24 (Reuters) - The United States should take "extreme caution" over any arms sales to Taiwan, a Chinese defence ministry spokesperson said on Thursday ahead of a summit in Washington between President Donald Trump and China's leader Xi Jinping.

發言人蔣斌也在北京一場例行記者會上表示，美中軍事關係應保持穩定、健康、可持續。Spokesperson Jiang Bin also told a regular press briefing in Beijing that the US-China military relationship should be kept stable, sound and sustainable.

蔣斌表示：「需要強調的是，台灣問題是中美關係中最重要的問題，維護台海和平穩定是兩國最大的共同議題。」"It should be emphasized that the Taiwan question is the most important in China-US relations and maintaining peace and stability in the Taiwan Strait is the greatest common issue of the two countries," Jiang said.

「希望美方以極其慎重態度處理台灣問題。」"It is hoped that the US side will handle the Taiwan issue with extreme caution."

川普政府去年12月批准一項規模達110億美元、史上最大的對台軍售案，但第二批價值約140億美元的軍售案已被擱置數月。While the Trump administration in December approved an $11 billion arms package for Taiwan, the largest ever, a second one worth some $14 billion has been held up for months.

蔣斌發表上述談話數小時前，台灣政府週四感謝美國支持，並表示在峰會前仍與美方保持溝通。Jiang's remarks came hours after Taiwan's government on Thursday thanked the US for its support and said it was maintaining communications ahead of the summit.

川普5月在北京與習近平會晤後表示，他正暫緩第二批軍售案，並形容這是「非常好的談判籌碼」。After a May meeting in Beijing with Xi, Trump said he was holding that second package in abeyance and described it as a "very good negotiating chip."

美國國務卿盧比歐（Marco Rubio）週三在紐約被記者問及對台軍售時表示，政府必須權衡更廣泛的需求。US Secretary of State Marco Rubio, when asked about Taiwan arms sales by reporters in New York on Wednesday, said the administration had to balance broader needs.

他說：「我知道大家都把焦點放在台灣，但我希望你們先從全球角度思考一下。如果我們賣給你們某樣東西，我們就不再擁有它。現在，我們未來或許能再製造，但眼下我們手上沒有。」"I know everyone's focused on Taiwan, but I want you to focus globally for a moment. If we sell you something, we don't have it anymore. Now, we may be able to make it in the future, but we don't have it right now," he said.

中國宣稱民主治理的台灣是其領土，並於週三重申，台灣議題是美國不得跨越的「紅線」。儘管美台沒有正式外交關係，美國仍是台灣最重要的國際支持者與武器供應方。China claims democratically governed Taiwan as its own territory and reiterated on Wednesday that the topic was a "red line" that the US must not cross. The US is Taiwan's most important international backer and arms supplier, despite the lack of formal diplomatic ties.

台灣行政院發言人李慧芝（Michelle Lee）在例行記者會上對記者表示，政府持續關注川習會相關進展。Speaking to reporters at a regular news conference, Taiwan cabinet spokesperson Michelle Lee said the government has been continuously monitoring developments around the Trump-Xi meeting.

她說：「對於所有有助於穩定區域情勢，並管控威權擴張可能帶來風險的努力，我們都正面看待，並持續在各個層面與美國合作。」"Regarding all efforts conducive to stabilising the regional situation and managing the risks that authoritarian expansion might bring, we view them positively and continue to cooperate with the US at various levels," she said.

李慧芝補充說：「事實上，我們持續與美國保持密切聯繫，以掌握相關進展。」她並表示，美國已多次重申支持台灣的堅定且明確立場。"In fact, we continue to maintain close contact with the US to stay informed of relevant developments," Lee added, saying the US has repeatedly reaffirmed its firm and clear position of support for Taiwan.
