瑞士國會下議院批准南方共同市場貿易協定

蘇黎世，9月16日（路透社）——瑞士國會下議院週三批准與南美洲集團南方共同市場（Mercosur）簽署的一項貿易協定。數日前，上議院已支持相應法案，該法案也包含對瑞士農民的財務支援。ZURICH, Sept 16 (Reuters) - Switzerland's lower house of parliament on Wednesday approved a trade agreement with the South American bloc Mercosur days after the upper house had given its backing to the corresponding bill, which also contains financial support for Swiss farmers.

下議院最初在6月否決了南方共同市場協定，但在國會議員納入為期6年、總額5.17億瑞士法郎（6.31億美元）的農民財務援助，以緩衝這項協定的影響後，下議院批准了該協定。The lower house initially rejected the Mercosur deal in June, but approved it after lawmakers included financial aid for farmers worth 517 million Swiss francs ($631 million) over six years to cushion the effects of the agreement.

農業在瑞士是敏感的政策領域，依該國直接民主制度，這項貿易協定可能會交付公民投票。Farming is a sensitive policy area in Switzerland and the trade accord is likely to be put to a referendum under the country's system of direct democracy.

歐洲自由貿易協會（European Free Trade Association, EFTA）會員國與南方共同市場核心成員阿根廷、巴西、巴拉圭及烏拉圭之間的這項協議，在下議院以118票贊成、66票反對通過，另有10票棄權。The deal between member states of the European Free Trade Association, or EFTA, and the core Mercosur bloc of Argentina, Brazil, Paraguay and Uruguay passed the lower house with 118 votes in favour and 66 against. There were 10 abstentions.

瑞士是歐洲自由貿易協會中最大的經濟體，該協會也包括挪威、冰島和列支敦斯登。Switzerland is the biggest economy in EFTA, which also includes Norway, Iceland and Liechtenstein.
