Six major media professional organisations, alongside the Thai Public Broadcasting Service (Thai PBS), have issued statements defending the public broadcaster’s editorial and financial independence following a controversial legislative draft proposed by Suphachai Jaismut, Bhumjaithai Party MP and the party’s head of legal affairs.

The proposed draft seeks to amend the Thai PBS Act by eliminating direct funding through earmarked alcohol and tobacco excise duties, commonly known as ‘sin’ taxes.

Under Suphachai's bill, the public broadcaster would instead receive its funding through the annual government budget allocation, aligning it with state fiscal discipline standards.

In a joint statement, six leading press associations, including the Thai Journalists Association and the Thai Broadcast Journalists Association, emphasised that public service broadcasting relies heavily on financial autonomy to inspect state power without fear of political interference.

The media groups warned that placing Thai PBS under the annual parliamentary budget process risks exposing the network to executive pressure and political leverage during budgetary debates, potentially compromising its public mandate.

While acknowledging the necessity of fiscal discipline and transparency in public spending, the joint coalition demanded strict legal and financial safeguards to protect editorial independence should the funding model be altered.

Thai PBS also issued its own response, insisting that any potential shift in revenue sources must guarantee media freedom and prevent political actors from controlling or influencing its broadcasting agenda.

Responding to the growing backlash, Suphachai attempted to defend his stance in a multi-point statement, insisting that the draft legislation does not aim to dismantle, dissolve or target Thai PBS.

The Bhumjaithai politician noted that the initiative forms part of broader legislative updates covering four public funds, including the Thai Health Promotion Foundation (ThaiHealth), the Elderly Fund, and the National Sports Development Fund, to bring earmarked taxes under the State Financial and Fiscal Discipline Act.

Addressing the specific concerns raised by media figures, Suphachai stated he remains open to feedback regarding media independence and will consider mechanisms to ensure the broadcaster remains free from political influence as public consultation on the draft continues.
