High cost of Scout uniforms remain a burden for parents

Despite the Ministry of Education’s policy allowing students to opt out of full Scout uniforms, in an effort to alleviate financial pressure, many schools continue to mandate the complete attire, forcing parents to shoulder costs exceeding 1,000 Baht per child.

Yesterday, reporters found that the expense of Scout and Girl Scout uniforms remains a significant burden for families during the new school term. While successive Education Ministers have issued policies stating that full uniforms are not strictly required, in practice, the majority of schools still demand that students dress in the complete regalia.

A survey of school uniform shops in Bangkok's Saphan Mai area revealed that full Scout sets remain in high demand. Chairat Kunakornjittirak, a shop owner, noted that parents are still purchasing entire sets, with no reduction in accessories, despite the ministry's relaxed guidelines.

The financial impact varies significantly across grade levels. For students in Primary 1 to 3, the cost is relatively low as they typically wear regular school uniforms paired with a scarf, woggle and Scout cap, totalling approximately 100 Baht.

Students in Primary 4 to 6, however, face much higher costs because they are required to wear full uniforms, including shirts, trousers or skirts, caps, scarves, woggles, belts and khaki socks for boys. The total cost for these often exceeds 1,000 Baht.

Costs increase further for students in Secondary 1 to 3, who must purchase additional items, such as epaulettes, tassels and new cap styles, adding roughly 150 Baht to the bill. Many parents admit that these uniforms are among the heaviest expenses during the back-to-school season.

While some families attempt to use second-hand items or donations, issues with fading, sizing and peer pressure often lead them to buy new sets regardless.

A Scout instructor at a government school pointed out that the Ministry of Education's guidelines remain ambiguous, noting that, while the ministry states uniforms are optional for those who are "not ready," schools continue to require full dress for ceremonies and key activities.

The instructor suggested that the Ministry should establish a uniform standard for all schools, emphasising that Scouting should focus on skills rather than attire.
