OECD: Thailand lags behind on digital government

Thailand scored below the OECD average on every measure of digital government performance in 2025, according to the latest report by the Organisation for Economic Co-operation and Development (OECD).

The report highlighted gaps the country must close as it pursues OECD membership. Thailand scored 0.48 on the 2025 Digital Government Index, compared with the OECD average of 0.70.

Thailand struggled most in three areas — proactiveness, government as a platform and user-driven service design — scoring 0.31, 0.34 and 0.37 respectively, compared with OECD averages of 0.67, 0.71 and 0.71.

Thailand's strongest areas were digital by design and the data-driven public sector, where it scored 0.71 and 0.66 respectively, although both figures remained below OECD benchmarks.

On open government data, Thailand scored 0.43 against an OECD average of 0.53. The country outperformed the OECD average on data availability, with a score of 0.64, but lagged behind on data accessibility and government support for data re-use.

The OECD identified two major gaps requiring urgent attention. Thailand's AI Action Plan for 2022–2027 lacks transparency mechanisms and ethical safeguards, while the country also has no centralized service catalogue, no service design standards and no formal mechanisms for using data to design public services.

Thailand implements its digital government policy through the Digital Government Development Agency under a 2023–2027 strategy, with a committee chaired by the prime minister overseeing coordination.

Thailand is aiming to join the OECD in 2028.
