Thai Navy guarantees transparency in Bt17bn frigate purchase

The Thai Navy is ensuring that the purchase of a new high-performance frigate, the contract for which is expected to be finalised soon, is being conducted transparently and in strict compliance with procurement rules and regulations.

The procurement is being carried out for the benefit of the country, Navy spokesman Rear Admiral Parach Rattanachaipan said today.

The process for the purchase of the new vessel has entered its final stage, with a decision expected in the near future, the spokesperson said.

The Thai Navy is seeking to procure one frigate on a 17-billion-baht budget, together with a comprehensive package of systems, equipment, spare parts, tools, training, testing and trials, as well as related support services.

He said the evaluation committee has completed a comprehensive review of all proposals, carefully examining operational requirements, technical specifications and value for money to ensure the most effective use of state funds.

The assessment has been carried out by a panel of experts in multiple fields, including naval operations, shipbuilding and marine engineering, weapons systems, communications, electronics, logistics and other relevant disciplines. The committee has based its deliberations on detailed information submitted by the bidders.

The project is also being implemented under an Integrity Pact, with observers from anti-corruption organisations monitoring the process throughout to ensure transparency, accountability and compliance with the principles of good governance.

He said the procurement programme is a key project in the strengthening of Thailand's naval capabilities over the long term and therefore requires a thorough and systematic review to ensure that the selected vessel best meets the navy's operational needs.

He said the new frigate will help to safeguard Thailand's sovereignty, protect national interests and strengthen confidence in the country's future security.

"The objective is not simply to obtain a ship for the Royal Thai Navy, but to acquire a vessel that can serve the nation's security needs in the long term. Ultimately, when the navy gains a ship, the country benefits as well," the spokesperson said.

The project is in line with the Royal Thai Navy's strategy, which calls for a total fleet of eight frigates. The navy currently operates four frigates and therefore needs to procure additional vessels to enhance its three-dimensional warfare capabilities.

The new frigate will support military operations other than in times of war, such as humanitarian assistance and disaster relief, search and rescue missions at sea and peacetime maritime security operations.
