台北市長選舉不論誰勝出，候選人稱都是民主勝過中國

台北，11月6日（路透社）——執政黨提名的台北市長候選人表示，本月的台北市長選舉無論誰勝選，都將是在面對中國壓力下民主的一場勝利；北京厭惡這名候選人，稱他是「分裂分子」。TAIPEI, Nov 6 (Reuters) - Taipei's mayoral election this month will be a victory for democracy in the face of pressure from China whoever wins, said the ruling party's candidate who Beijing detests as a "separatist".

民主進步黨（民進黨，DPP）的沈伯洋（Puma Shen）原為學者，後轉任立法委員，目前正力拚為民進黨30年來首度奪回首都執政權。The Democratic Progressive Party's (DPP) Puma Shen, an academic-turned-lawmaker, is vying to win back the capital for the party for the first time in three decades.

沈伯洋一再遭到北京抨擊，中國警方並已對他展開調查。Shen has been repeatedly attacked by Beijing, which has opened a police investigation into him.

中國主張台灣是其領土，但台北拒絕接受此一說法；在11月28日的地方選舉中，中國並非選票上的直接議題。沈伯洋與2022年就任的現任台北市長蔣萬安（Chiang Wan-an），都把焦點放在都市更新等議題上。China, which views Taiwan as its own territory in claims rejected by Taipei, is not directly on the ballot for the local elections on November 28. Shen and incumbent Taipei mayor Chiang Wan-an, who has been in office since 2022, have focused on issues such as urban renewal.

沈伯洋本週在其立法院辦公室接受路透社訪問時表示，中國不滿的是台灣人可以自由選擇自己的領導人。部分民調顯示，沈伯洋已逼近蔣萬安，甚至領先。Speaking to Reuters at his legislative office this week, Shen said China was unhappy at the fact that Taiwanese could freely choose their leaders. Some polls have put Shen within striking distance of Chiang or even ahead of him.

他說：「對我來說，即使蔣萬安當選，這也是打了中國一巴掌。因為我們證明了民主在台灣行得通，而且我們沒有受到中國干預。」"For me, even if Chiang Wan-an got elected, it's also a slap to China. Because we proved that democracy works here in Taiwan and we're not interfered (with) by China," he said.

「如果我當選，我不認為那甚至是一巴掌：那是因為民主。」"If I got elected, I don't think it's even a slap: it's because of democracy."

蔣萬安競選團隊在聲明中表示，投票是民主制度的「具體展現」，且「任何外部勢力都不應對台灣民主選舉施加政治壓力」。Chiang's campaign team said in a statement that the vote was a "concrete expression of the democratic system" and that "no external force should exert political pressure on Taiwan's democratic elections."

去年，中國重慶市警方表示，已因分裂指控對沈伯洋展開調查。Last year, police in the Chinese city of Chongqing said they had opened a probe into Shen over separatism charges.

儘管中國法律體系在台灣沒有權力或管轄權，但中國已對其不滿的台灣高層官員祭出制裁，包括沈伯洋與副總統蕭美琴（Hsiao Bi-khim）。While China's legal system has no authority or jurisdiction in Taiwan, it has put sanctions on senior Taiwanese officials it does not like, including Shen and Vice President Hsiao Bi-khim.

重慶市政府未回應有關對沈伯洋警方調查進展的採訪請求；沈伯洋則表示，當地警方從未試圖聯繫他。The Chongqing government did not respond to a request for comment on the state of the police investigation into him, and Shen said police there had never tried to contact him.

台北上海雙城論壇TAIPEI-SHANGHAI FORUM

中國政府拒絕與總統賴清德（Lai Ching-te）對話，稱他是「分裂分子」。賴清德表示，只有台灣人民能決定自己的未來。China's government refuses to talk to President Lai Ching-te, saying he is a "separatist". Lai says only Taiwan's people can decide their future.

兩岸目前剩下的主要高層政府互動，是一年一度的台北上海雙城論壇。市長蔣萬安出身主要在野黨國民黨（Kuomintang），該黨傳統上主張與北京保持密切關係。The main remaining high-level government interaction between the two sides is the annual Taipei-Shanghai city forum. Mayor Chiang is from the main opposition party, the Kuomintang, which traditionally favours close ties with Beijing.

沈伯洋表示，只要論壇不附帶政治前提或「騷擾」，他願意繼續舉辦；如果他當上市長，中國大概正在思考該如何處理這項活動。Shen said he would be willing to continue the forum as long as there were no political preconditions attached to it or "harassment", and China was probably wondering what to do about the event if he became mayor.

他說：「因為他們仍然需要台北和上海之間某種形式的交流。他們需要那個機制。所以我的假設是，因為中國仍然需要它，他們仍然需要交流，他們仍然想和你談。」"Because they still need a certain kind of exchange between Taipei and Shanghai. They need that mechanism. So my hypothesis is that, because China still needs that, they still need exchanges, they still want to talk with you," he said.

蔣萬安競選辦公室表示，雙城論壇是城市治理的交流平台，「不應成為政治鬥爭的工具」，並批評沈伯洋先前將該活動形容為「滲透缺口」。Chiang's campaign office said the twin-city forum was an exchange platform for urban governance and "should not become a tool for political struggle," and criticised Shen for previously describing the event as a "gap for infiltration."

中國國務院台灣事務辦公室（國台辦）未回應採訪請求。國台辦上月提及沈伯洋時表示，「頑固」分裂分子「沒有資格空談兩岸交流合作」。China's Taiwan Affairs Office did not respond to a request for comment. Referring to Shen last month, it said "diehard" separatists "have no qualifications to speak glibly of cross-strait exchanges and cooperation."

「洋流」'OCEAN CURRENT'

沈伯洋過去較為人所知的是研究中國假訊息，並共同創辦黑熊學院（Kuma Academy）；該學院開設民防課程，讓民眾準備因應北京可能發動的攻擊。Shen was previously better known for his work on Chinese disinformation, and as co-founder of the Kuma Academy, which runs civil defence courses to prepare people to deal with a possible attack from Beijing.

過去幾週，在靈活的社群媒體宣傳助攻下，沈伯洋的活動場場爆滿，形成外界所稱的「洋流」；這是借用他名字中一個字的雙關，該字字面意思為「海洋」。Over the past few weeks, helped by a savvy social media campaign, Shen's events have been packed in what has become known as the "Ocean Current", a play on one of the Chinese characters in his name which literally means "the ocean".

沈伯洋表示，他的選戰並未聚焦中國，因為他參選的是市長而非總統；吸引支持的是他推動民生議題。Shen said his campaign was not focused on China because he was running for mayor not president, and what attracted support was his push on bread-and-butter issues.

他說：「所以你必須和那些以前並不真正支持你的人談，或者他們對中國的看法確實和我的信念有些相反。」"So you need to talk to people who didn't really support you before, or they really have some opposite ideas compared to my beliefs about China," he said.
