Myanmar opposition forms unity council

Myanmar’s main anti-junta groups have formed a new coordinating body aimed at creating a federal democratic system and intensifying resistance against military rule.

In a statement released yesterday, the newly established Steering Council for the Emergence of a Federal Democratic Union (SCEF) said it would serve as a central platform to coordinate political, military and administrative efforts among opposition forces seeking to dismantle the military junta in Naypyidaw.

The council brings together key actors in Myanmar’s post-coup resistance, including the Committee Representing Pyidaungsu Hluttaw (CRPH), the National Unity Government (NUG), several ethnic armed organizations, and a network of independent media groups aligned with the pro-democracy movement.

It said the body is structured around three pillars: representatives of ethnic states and armed organizations, representatives of the broader public, and representatives of women, with the aim of ensuring inclusivity in decision-making.

“The council is established to advance the revolution toward victory at the earliest possible time,” the statement said, adding that it would guide efforts to build a transitional government and lay the foundations for a federal democratic union.

The SCEF outlined six core political objectives, including the complete removal of the military from politics, the abolition of the military-drafted 2008 constitution, and the drafting of a new federal constitution based on democratic principles and ethnic equality.

It also pledged to establish civilian control over all armed forces and implement transitional justice mechanisms to address abuses committed during the conflict, including gender-based violence.

The council emphasized that sovereignty rests with the people and endorsed a system of shared authority between the central union and constituent states — a longstanding demand of ethnic minority groups seeking greater autonomy.

Leaders said the body would adopt a “one policy, one strategy” approach to unify the often fragmented resistance movement, while ensuring representation from ethnic organizations, women’s groups and pro-democracy actors.

Among those associated with the initiative are NUG Acting President Duwa Lashi La and Prime Minister Mahn Winn Khaing Thann, as well as organizations such as the Karen National Union, the Chin National Front and the Karenni National Progressive Party.

Analysts say the formation of the council marks a significant attempt to consolidate what has been a diverse and sometimes loosely coordinated opposition landscape.

It comes at a time when the military regime in Myanmar is forming a new government following recent general elections.

However, the SCEF is expected to face criticism from multiple fronts, including groups excluded from top-level decision-making, factions favoring engagement with the military authorities, and actors opposed to closer alignment between Bamar-majority forces and ethnic armed organizations.

The military government is also likely to reject the initiative and seek to undermine it through information campaigns and efforts to sow divisions among resistance groups.

Despite these challenges, opposition figures say the council represents a critical step in reinforcing unity among pro-democracy forces and establishing a clear political center of gravity in the struggle against military rule.

They argue that proposals for compromise or normalization under military leader Senior Gen. Min Aung Hlaing would not bring stability to Myanmar, and that resistance efforts will continue until a federal democratic system is established.

Min Aung Hlaing stepped down from his position yesterday in a military reshuffle ahead of the presidential election.

The SCEF said it would coordinate closely with allied forces on the ground and continue to expand its base of support as it works toward its stated goals.
