Thailand aims for 33m visitors under new 'quality tourism' strategy
Thailand is on track to reposition itself as a quality destination under a value-over-volume strategy, having welcomed 14.03 million international arrivals in the first five months of 2026, according to the Ministry of Tourism and Sports.
Permanent Secretary of the Ministry of Tourism and Sports, Natthriya Thaweevong, expressed confidence that total foreign arrivals will exceed 33.2 million by the end of the year.
The optimistic outlook is being supported by robust government policies and high-profile international accolades, with Samui Island being voted the "Best Island 2026" in the Asia-Pacific region by readers of the prestigious Travel + Leisure luxury lifestyle magazine.
Despite aggressive regional competition and global economic headwinds, Thailand has maintained a baseline of over 14 million arrivals during the January-May period for three consecutive years, with 14.76 million arrivals in 2024, 14.36 million in 2025 and 14.03 million this year, illustrating the resilience of the kingdom's hospitality sector.
Natthriya emphasised that the government is pivoting away from chasing raw headcount, focusing instead on high-spending tourists, yield generation and ensuring that the economic benefits filter down to local communities and small businesses nationwide.
“Koh Samui has become the poster child for this premium push, mirroring the high-end appeal of heavyweights like Bangkok, Chiang Mai, Phuket and Pattaya,” she said.
In the first quarter of 2026, Samui Island drew more than a million foreign holidaymakers, generating an estimated 25.53 billion baht in tourism revenue. The destination remains exceptionally popular among long-haul and high-value markets, led by travellers from Germany, the United Kingdom, Israel, France and China.
For the second half of the year, the Ministry plans to collaborate with multi-sector stakeholders to roll out international festivals and events. The state-driven promotional blitz will heavily feature wellness and sports tourism, community-based travel and cultural experiences, using Samui's premium model to upgrade emerging destinations across the country.
