ทบ. ยืนยันไทยปฏิบัติตามข้อตกลงใน Joint Statement อย่างเคร่งครัด พร้อมหารือทวิภาคี ลดความตึงเครียด
พล.ต.วินธัย สุวารี โฆษกกองทัพบก เปิดเผยถึงกรณีที่สำนักข่าว Fresh News ของกัมพูชา ได้เผยแพร่บทสัมภาษณ์ของ นายฮุน มาเนต นายกรัฐมนตรีกัมพูชา ที่ให้สัมภาษณ์กับสำนักข่าวรอยเตอร์ เมื่อ 17 ก.พ. 69 ในประเด็นที่เกี่ยวข้องกับกองทัพไทยและข้อตกลงหยุดยิง ในถ้อยแถลงร่วม (Joint Statement) คณะกรรมการชายแดนทั่วไป (GBC) สมัยพิเศษ ครั้งที่ 3 ที่ไทยและกัมพูชาได้ลงนามร่วมกันไว้ เมื่อ 27 ธ.ค. 68 ณ จุดผ่านแดนถาวรบ้านผักกาด ดังนี้
ประเด็นแรกกรณีที่ นายฮุน มาเนต ระบุว่า “กองทัพไทยกำลังยึดครองดินแดนกัมพูชาอยู่ พร้อมทั้งได้ติดตั้งตู้คอนเทนเนอร์และลวดหนาม ส่งผลให้ผู้พลัดถิ่นราว 80,000 คน ไม่สามารถกลับบ้านได้”
โฆษกกองทัพบกกล่าวว่า “กัมพูชาทราบอยู่แล้วว่าพื้นที่ดังกล่าวเป็นพื้นที่ของประเทศไทย ที่ในอดีตไทยเคยได้ให้ความช่วยเหลือผู้ลี้ภัยจากการสู้รบของกัมพูชาเข้ามาพักพิง แต่เมื่อสงครามเสร็จสิ้น ประชาชนและทหารกัมพูชากลับไม่เดินทางกลับประเทศของตน ซ้ำยังมีการขยายชุมชนรุกล้ำเขตอธิปไตยของไทยอย่างต่อเนื่อง ซึ่งฝ่ายไทยเองก็ได้มีการเรียกร้องหรือประท้วงผ่านกลไกคณะทำงานต่างๆ มาตลอด แต่กัมพูชากลับเพิกเฉย และไม่ยอมแก้ไขปัญหาในการนำประชาชนกลับไป ยังพื้นที่ฝั่งประเทศกัมพูชา
ดังนั้นกลุ่มคนดังกล่าวจึงไม่ได้เรียกว่าเป็นผู้พลัดถิ่น ดังที่นายกรัฐมนตรีของกัมพูชาได้กล่าวอ้าง แต่ถือเป็นกลุ่มบุคคลที่กระทำผิดกฎหมาย และกระทำการรุกล้ำอธิปไตยของไทยมาอย่างต่อเนื่องยาวนาน จนทำให้ประชาชนชาวไทยเสียประโยชน์ในการเข้าใช้พื้นที่ดังกล่าว”
ประเด็นต่อมาที่นายกรัฐมนตรีกัมพูชา ได้กล่าวอ้างถึงการยึดครองดินแดนของไทย รวมถึงการติดตั้งตู้คอนเทนเนอร์และลวดหนามในพื้นที่ควบคุมอยู่นั้น โฆษกกองทัพบกกล่าวยืนยันว่า “ฝ่ายไทยได้ดำเนินการตามข้อตกลงหยุดยิงในถ้อยแถลงร่วม (Joint Statement) อย่างเคร่งครัด โดยเฉพาะข้อ 2 ที่ได้กำหนดไว้อย่างชัดเจนว่า ให้ทั้งสองฝ่ายคงวางกำลังที่มีอยู่ในพื้นที่ปัจจุบันหลังการสู้รบ โดยไม่มีการเคลื่อนย้ายกำลังที่ตั้งอยู่เพิ่มเติม
ซึ่งข้อเท็จจริงคือทุกพื้นที่เหล่านั้น กองทัพไทยจำเป็นต้องเข้าปฏิบัติการทางทหารเพื่อยับยั้งการถูกโจมตี การถูกคุกคามต่อชีวิตของทหารและประชาชนคนไทย จึงถือเป็นสิทธิในการป้องกันตนเองตามหลักสากล
มิได้มีวัตถุประสงค์ที่จะละเมิดอธิปไตยหรือบูรณภาพแห่งดินแดนของประเทศใด สุดท้ายเมื่อมีการตกลงหยุดยิงเกิดขึ้น การคงกำลังทหารในพื้นที่ดังกล่าว จึงชอบธรรมตามข้อตกลงในถ้อยแถลงร่วม (Joint Statement) ที่กัมพูชาก็ทราบและเข้าใจดี
ส่วนการวางตู้คอนเทนเนอร์ และลวดหนาม เพื่อใช้เป็นเครื่องกีดขวางสำหรับในบางพื้นที่นั้น เป็นหนึ่งในมาตรการรักษาความปลอดภัยพื้นที่ชั่วคราว ในการรักษาความปลอดภัยให้กับพื้นที่ สามารถช่วยลดความเสี่ยงในการเผชิญหน้า และการกระทบกระทั่งกันได้ ทั้งในส่วนทหารและประชาชน เพราะที่ผ่านมา ในพื้นที่บริเวณนั้น กัมพูชามักจะใช้ประชาชนให้มาออกหน้า แสดงการยั่วยุ ด้วยท่าทีที่แข็งกร้าวต่อฝ่ายไทย”
ประเด็นสุดท้าย สำหรับประเด็นที่นายกรัฐมนตรีกัมพูชา เรียกร้องให้ไทยเปิดโอกาสให้คณะกรรมาธิการชายแดนกัมพูชา-ไทย (JBC) เริ่มดำเนินการแก้ไขข้อพิพาทชายแดนนั้นโฆษกกองทัพบกกล่าวว่า “ฝ่ายไทยโดยกระทรวงการต่างประเทศได้มีจุดยืนชัดเจน ที่พร้อมดำเนินการและยินดีที่จะใช้กลไกทวิภาคีทุกระดับมาแก้ไขปัญหาข้อพิพาทและเสริมสร้างความร่วมมือในพื้นที่ เมื่อทั้งสองฝ่ายมีความพร้อม ซึ่งประกอบด้วยหลายปัจจัย ทั้งการลดระดับความตึงเครียดด้านทางทหาร ความปลอดภัยในพื้นที่ชายแดนจากทุ่นระเบิด รวมถึงความพร้อมของรัฐบาลไทยที่อยู่ในระหว่างจัดตั้งรัฐบาลใหม่”
กองทัพบกขอยืนยันในความพร้อมเข้าสู่กระบวนการหารือร่วมกันโดยสันติวิธี ควบคู่ไปกับการเตรียมพร้อมต่อทุกสถานการณ์ เพื่อพิทักษ์อธิปไตยและดูแลความปลอดภัยให้ประชาชน พร้อมขอให้ฝ่ายกัมพูชาทบทวนข้อกำหนดในถ้อยแถลงร่วมและปฏิบัติตามอย่างเคร่งครัด อันจะนำไปสู่ทิศทางการแก้ไขปัญหาที่ถูกต้องและส่งเสริมความสงบสุขในพื้นที่อย่างยั่งยืน
Royal Thai Army Clarifies Cambodian Prime Minister’s Foreign Media Interview – Reaffirms Thailand’s Strict Compliance with the Joint Statement and Readiness for Bilateral Dialogue Once Tensions Ease and Border Safety is Ensured
Major General Winthai Suvaree, Army Spokesperson, issued a statement regarding the report published by Cambodia’s Fresh News, featured an interview with Cambodian Prime Minister Hun Manet conducted by Reuters on 17 February 2026. The interview raised issues concerning the Thai military and the ceasefire agreement under the Joint Statement of the 3rd Special Session of the General Border Committee (GBC), jointly signed by Thailand and Cambodia on 27 December 2025 at the Ban Phak Kad permanent border checkpoint.
First issue: Allegations of Thai Occupation of Cambodian territory. Prime Minister Hun Manet stated that “the Thai military is occupying Cambodian territory, installing containers and barbed wire, preventing around 80,000 displaced persons from returning home.”
The Spokesperson responded: “Cambodia is well aware that the area in question belongs to Thailand. In the past, Thailand provided refuge to Cambodian civilians fleeing conflict. However, when the war ended, many Cambodian civilians and soldiers did not return to their country. Instead, they expanded settlements that continuously encroached upon Thai sovereignty. Thailand has repeatedly lodged protests through official mechanisms, but Cambodia has ignored these calls and failed to resolve the issue by repatriating its citizens to Cambodian territory.
Therefore, these individuals cannot be considered ‘displaced persons’ as claimed by the Cambodian Prime Minister. Rather, they are groups who have acted unlawfully and persistently violated Thai sovereignty, depriving Thai citizens of rightful access to the land.”
Second Issue: Allegations of Thai Occupation and Security Installations. Prime Minister Hun Manet further alleged that Thailand is occupying Cambodian territory and has installed containers and barbed wire in controlled areas. The Spokesperson reaffirmed that Thailand has strictly complied with the ceasefire agreement in the Joint Statement. In particular, Clause 2 clearly stipulates that both sides must maintain their existing troop positions after the fighting, without any additional deployments.
In reality, Thai forces had to operate in those areas to prevent attacks and threats to the lives of Thai soldiers and civilians. This was an exercise of the universal right to self‑defense, not an attempt to violate the sovereignty or territorial integrity of any country. Once the ceasefire was agreed upon, maintaining troops in those areas was legitimate under the Joint Statement—something Cambodia is fully aware of.
As for the installation of containers and barbed wire in certain areas, these were temporary security measures designed to safeguard the area, reduce risks of confrontation, and prevent clashes between troops and civilians. In the past, Cambodia often used civilians to provoke Thai forces with aggressive behavior, and these measures helped minimize such risks.
Final Issue: Call for Border Commission Talks. Prime Minister Hun Manet urged Thailand to allow the Cambodia–Thailand Joint Border Commission (JBC) to begin resolving border disputes. The Spokesperson stated that Thailand, through the Ministry of Foreign Affairs, has a clear position: it is ready and willing to use bilateral mechanisms at all levels to address disputes and strengthen cooperation in border areas—once both sides are prepared. This readiness depends on several factors, including reducing military tensions, ensuring border safety from landmines, and the formation of Thailand’s new government.
The Royal Thai Army reaffirmed its commitment to peaceful dialogue while remaining prepared for all situations to safeguard sovereignty and protect Thai citizens. It also called on Cambodia to review and strictly adhere to the provisions of the Joint Statement, which would lead to a proper resolution of disputes and promote lasting peace in the border areas.
