ทภ.1 ยัน 'หนองจาน-หนองหญ้าแก้ว-คลองแผง' พื้นที่อธิปไตยไทย
เมื่อวันที่ 31 ธ.ค. 2568 กองทัพภาคที่ 1 ขอชี้แจงเกี่ยวกับการปฏิบัติของฝ่ายไทยในพื้นที่ชายแดนไทย–กัมพูชา จ.สระแก้ว โดยยืนยันว่า การดำเนินการของกองทัพภาคที่ 1 เป็นไปด้วยความรอบคอบ ยึดหลักความถูกต้อง และความรับผิดชอบต่อความมั่นคงของประเทศและความปลอดภัยของประชาชนในพื้นที่ชายแดนเป็นสำคัญ
โดยพื้นที่บริเวณบ้านคลองแผง บ้านหนองจาน และบ้านหนองหญ้าแก้ว เป็นพื้นที่ในอธิปไตยของประเทศไทยมาโดยตลอด
ภายหลังจากเหตุการณ์ความไม่สงบภายในประเทศกัมพูชาในอดีต ฝ่ายไทยได้เปิดพื้นที่ดังกล่าวให้ประชาชนจากประเทศกัมพูชาเข้ามาพักพิงชั่วคราวด้วยเหตุผลด้านมนุษยธรรม รวมถึงการอำนวยความสะดวกให้หน่วยงานระหว่างประเทศเข้ามามีส่วนร่วมในการช่วยเหลือด้านมนุษยธรรม อันสะท้อนให้เห็นถึงบริบทของพื้นที่ในช่วงเวลาดังกล่าวว่าเป็นการรองรับด้านมนุษยธรรม มิใช่การโอนอำนาจหรือสิทธิใด ๆ ในพื้นที่ โดยต่อมา เมื่อสถานการณ์เปลี่ยนแปลงไป ฝ่ายไทยได้ตรวจพบว่าในพื้นที่ดังกล่าวมีการ ก่อสร้างสิ่งปลูกสร้างในลักษณะเป็นที่ทำการของส่วนราชการของฝ่ายกัมพูชา รวมถึงการปรากฏตัวของกำลังติดอาวุธและหน่วยรักษาความมั่นคงของกัมพูชา เข้ามาประจำการในพื้นที่ ซึ่งเป็นการเปลี่ยนแปลงสภาพพื้นที่จากเดิมที่เป็นการพักพิงด้านมนุษยธรรม ไปสู่ลักษณะที่กระทบต่อความมั่นคงและอธิปไตยของประเทศ
การเข้าดำเนินการของกองทัพภาคที่ 1 ในการจัดระเบียบพื้นที่ รวมถึงการรื้อถอนสิ่งปลูกสร้างบางส่วน จึงเป็นการปฏิบัติหน้าที่ตามความจำเป็น เพื่อฟื้นฟูให้เกิดความสงบเรียบร้อย ป้องกันการใช้พื้นที่ในลักษณะที่กระทบต่อความมั่นคง และยืนยันการดูแลพื้นที่ชายแดนให้เป็นไปตามเจตนารมณ์ของรัฐไทย โดยมิได้มีเป้าหมายต่อประชาชนผู้บริสุทธิ์ และยังคงคำนึงถึงหลักมนุษยธรรมอย่างต่อเนื่อง
กองทัพภาคที่ 1 ยืนยันว่า ฝ่ายไทยไม่มีนโยบายรุกล้ำอธิปไตยของประเทศใด และการปฏิบัติทุกขั้นตอนเป็นไปเพื่อปกป้องอธิปไตย ความมั่นคงของชาติ และความปลอดภัยของประชาชนในพื้นที่ชายแดนเป็นสำคัญ
กองทัพภาคที่ 1 ขอให้ประชาชนเชื่อมั่นว่า การปฏิบัติภารกิจของกำลังพลเป็นไปด้วยความโปร่งใส รอบคอบ และตั้งอยู่บนพื้นฐานของข้อเท็จจริงในพื้นที่ พร้อมยืนหยัดในการปกป้องผลประโยชน์ของชาติและความสงบสุขของประชาชนอย่างเต็มกำลัง
Statement from the 1st Army Area Command
Regarding Operations in the Thai-Cambodian Border Area
The 1st Army Area Command wishes to clarify its operations in the Thai-Cambodian border area. We affirm that our actions have been conducted with prudence, adhering to the facts on the ground and the principles of necessity and responsibility for national security and the safety of the people in the border areas.
The areas of Ban Khlong Phaeng, Ban Nong Chan and Ban Nong Ya Kaeo have always been under Thai sovereignty. As a result of the civil war in Cambodia, Thailand had opened these areas to Cambodian refugees for temporary shelter on humanitarian grounds and facilitated the participation of international organizations to assist in providing humanitarian aid. It was clearly an act undertaken by the Thai side based on our humanitarian tradition to assist with acute humanitarian needs, not a transfer of power or rights in the area. Subsequently, as the situation changed, Thailand discovered the construction of buildings in the area resembling Cambodian government offices, as well as the presence of Cambodian armed forces and security units stationed there. This change constituted a transformation in the area from a humanitarian shelter to one that affects national security and sovereignty.
The actions taken by the 1st Army Area Command in reorganizing the area, which includes the demolition of some structures, are carried out as necessary to restore peace and order, prevent the further use of the area in a way that affects national security, affirming the protection of the border area, in accordance with the intentions of the Thai side. There was no targeting of innocent civilians, and humanitarian principles remain a consistent consideration.
The 1st Army Area confirms that Thailand has no policy of violating the sovereignty of any country, and all actions taken are to protect national sovereignty, security and the safety of the people in the border areas.
The 1st Army Area also affirms to the public that the operations of its personnel are conducted transparently, prudently and based on factual information on the ground. We stand firm in protecting national interests and the peace and security of the people to the best of our ability.
