If THA 72 had won the last race, they would have claimed the top title on countback after their victory in the second-last race of the event.
The two yachts duelled it out in the final race as they were less than a boat's length apart.
But Team Hollywood, who recorded six wins from 10 races in this year's event, were just able to cross the finish line six seconds ahead of THA 72.
Team Hollywood's tactician Adam Minoprio said: "That was real racing today, nip and tuck all the way."
Singapore-registered boat WindSikher finished third overall.
Kazuki Kihara's Japanese crew on Char Chan won the IRC One class.
Garry Holt's Let's Get It On, who won both races yesterday, claimed second place overall.
Thais claimed victory in the Premier Cruising class after sailor Ithinai Yingsiri's X-Yacht 55 Pine Pacific won the category.
Jakod Handte's Fei Jian triumphed in the Charter Cruising class, while Hermann Schwarz' 2Fast4you won the Multihull OMR class.
Thais did very well in the dinghy competitions as Chanatip Tongglum won the Optimist boys event and Prin Subying won the Optimist girls class.
In the 29er class, Chaichanawut Deenak and Suthon Yampinit led the pack.
