Pilot program to ensure court-ruling enforcement proves effective

BEIJING, July 3 (Xinhua) -- A pilot program launched by the Supreme People's Court (SPC) late last year to facilitate the enforcement of court rulings has proven to be effective and will be promoted nationwide, an official from the SPC said Wednesday.

So far, the "cross-enforcement" program has seen 72,843 relevant cases being handled, with substantial progress or resolution achieved in 23,119 cases. The successfully enforced practices involved funds totaling 39.89 billion yuan (about 5.6 billion U.S. dollars), according to Huang Wenjun, head of the SPC's enforcement bureau at a press conference.

The "cross-enforcement" program, launched in October last year in 19 provincial-level regions, aims to address the difficulties in the ruling-enforcement stage by assigning another court or a higher-level court to carry out the enforcement process in the cases where the original responsible court failed to ensure timely implementation of relevant rulings.

A higher court may also engage multiple courts to jointly conduct the enforcement if necessary.

Through such measures, problems such as interference from those with power locally or personal favors that hinder the smooth execution may be avoided, with supervision being enhanced and the quality and efficiency of the process improved.

Huang also pledged further efforts by courts nationwide to take the initiative in performing their duties. ■
