ASTANA, July 3 (Xinhua) -- China and Azerbaijan will announce the upgrade of bilateral relations to strategic partnership in a joint statement, Chinese President Xi Jinping said here on Wednesday when meeting with Azerbaijani President Ilham Aliyev.
