National security law to boost good governance in Hong Kong: experts

BEIJING, July 9 (Xinhua) -- The newly adopted law on safeguarding national security in the Hong Kong Special Administrative Region (HKSAR) will definitely boost good governance in Hong Kong, Chinese legal experts said.

The jurists attending a recent symposium held by the China Law Society said the law has offered a strong legal guarantee for the HKSAR's long-term prosperity and stability as well as the steady and sustained development of "one country, two systems."

The promulgation of the law has closed the institutional loophole and offered a clear legal basis for Hong Kong to safeguard national security, said Ma Huaide, president of China University of Political Science and Law.

Ma said the legislation is "an important institutional arrangement" made to uphold and improve "one country, two systems" in light of new circumstances and will help steer the "one country, two systems" cause in the right direction.

Qi Yanping, an expert with the China Law Society, said the law not only safeguards national security, but also protects the rights, interests and freedoms of Hong Kong residents.

The principle of respecting and protecting human rights is embodied throughout the text of the law, he noted.

Han Dayuan, a constitutional law expert, said the law has offered a strong legal guarantee for upholding and improving the institutional framework of "one country, two systems," safeguarding constitutional order in the HKSAR as stipulated in China's Constitution and the HKSAR Basic Law, and maintaining the long-term prosperity and stability in Hong Kong.

Pan Jianfeng, dean of the Law School of Peking University, said the law is of great significance to effectively fixing the loopholes and weak links for the HKSAR to safeguard national security, effectively combating related criminal acts and activities and safeguarding national security, as well as helping maintain the prosperity and stability of the HKSAR, and protecting the legitimate rights and interests of HKSAR residents.  ■
